I think GTX Ti should be enough for your setup. It is as fast as the RTX and costs less. I have problems starting Windows 10 Proffesional 64bit and I suspect the problem is the gaphic card.

The graphics card is a bit on the mainstream side but is powerful enough for p editing and basic to mid level 4K editing unless you use softwares like davinci resolve that requires a GPU with 8GB VRAM for 4K editing.
